Why do people from some countries are not allowed to become webcam models?

I went on some websites and models from countries such as :Philippines, Romania, Colombia, Venezuela, Nigeria, Indonesia, Thailand, Estonia, Lithuania, and Ukraine are not allowed..WHY?
