Is Youtube putting a clamp down on these automated programs?

A newer one is TubeFoolBox. This one will surely get people banned or suspended. Good luck if you are a YT partner. Has anyone heard if they are putting a stop to this kind of thing? I am a YT partner btw, but know a lot of people want to get there. I don't believe the hype of YT's "Video Promotion" through adwords, unless you have moolah to do so. Does anyone know about this kind of stuff? Not trying to incriminate anyone, you don't need to say anything other than Yes, No, Why, and How. So it's cool and all.
