Is there a BTA in greece even if you are just changing planes in their airport coming from somewhere else.?

Friend says they are flying from Lagos, Nigeria to the US and doing a plane change in athens, greece. Now they are not able to get their boarding pass to the US because they need to show a basic travel allowance. Is she lying?
