Should Glasgow extend the underground rail system?

Would doing so invigorate economically stagnant districts of the city and its surrounding borough's such as Paisley & Clydebank, or would a tram system be a viable rapid transit system for a growing conurbation of 2.3/2.5 million people and ensure future growth and prosperity for the denziens of the area?
